Presidency and Trio Programme

The current Presidency Trio, bringing together Estonia, Bulgaria, and Austria, runs from 1 July 2017 to 31 December 2018. Estonia holds the Presidency in the second half of 2017, followed by Bulgaria (January-June 2018) and Austria (July-December 2018).

Based on the programme and work of the preceding presidencies, the Bulgarian Presidency will continue supporting the provision of high-quality and relevant European statistics. Recognising the increasing needs of users of statistical data, the Presidency will seek to address current and emerging challenges for the European Statistical System (ESS), such as new data sources/big data, new metrics/globalisation, new ways of communication, as well as personnel and financial constraints. The Bulgarian Presidency will be committed to enhancing initiatives targeted at strengthening transparency and public trust in European statistics following the ESS Vision 2020 and the reflections on the ESS priorities beyond 2020. The Presidency will also support the modernisation and the increase in efficiency and quality of the ESS, while reducing respondents’ burden and production costs.

Based on the progress achieved by the Estonian Presidency and preceding EU Presidencies, the Bulgarian Presidency will strive to finalise the proposals for regulations on:

  • a common framework for European statistics relating to persons and households, based on data at individual level collected from samples (IESS);
  • integrated farm statistics and repealing Regulations (EC) No 1166/2008 and (EU) No 1337/2011 (IFS);
  • harmonisation of gross national income at market prices (GNI Regulation) repealing Council Directive 89/130/EEC, Euratom and Council Regulation (EC, Euratom) No 1287/2003;
  • European business statistics, amending Regulation (EC) no 184/2005 and repealing 10 legal acts in the field of business statistics (FRIBS);
  • territorial typologies (Tercet);
  • rail transport statistics (recast);
  • statistics of goods transport by inland waterways (codification).

To achieve the above-mentioned goals, the Bulgarian Presidency will cooperate closely with the Member States, the Trio partners, the European Parliament, and the Commission.
